Why?

Prevent CI workflows from triggering automatically by relocating them out of the active workflows directory. This is a precautionary step ahead of a change that would otherwise cause all workflows to start running immediately.

How?

Moves workflow files from .github/workflows/ to .github/workflows-disabled/. No workflow logic was changed — files are only relocated. To re-enable a specific workflow, move its file back into .github/workflows/.

Move .github/workflows/*.yml(.yaml) to .github/workflows-disabled/ to neutralize
them ahead of the org-wide GitHub Actions enablement. Restore via the
re-enable-workflow process when a workflow is intentionally re-enabled.
